As per the Central Information Commission (CIC) order, the University Grants Commission has asked higher education institutions to provide copies of answer sheet only for Rs 2 per page. As of now many State universities, including Chennai's Anna University, Coimbatore's Bharathiar University are collecting Rs 300 per paper for issuing Xerox copy of answer sheet to the students.
In fact, Tamil Nadu Dr. MGR Medical University charges Rs 1,000 per paper for issuing photocopy of the answer script. If the theory paper contains Section A & Section B or Paper I & Paper II, the fees should be paid separately for each A & B sections or Paper I & Paper II separately. The CIC order has directed all universities in India, including Deemed Universities and examining bodies to provide copies of answer sheet only at a cost of Rs 2 per page and make necessary changes to their respective notifications as soon as possible.
It also directed University Grants Commission and Association of Indian Universities to circulate, publicize and insist on the implementation of this order in all academic, examining bodies. It also directed the Ministry of Human Resource Development to circulate this order to all examining bodies including universities and make it mandatory for them to bring uniformity in the rules and regulation by fixing cost at not more than Rs 2 per page of the answer sheet.
UGC Secretary Rajnish Jain in his letter dated May 7 has asked universities to consider the CIC's direction for implementation in the universities and institutions. University professors said, usually undergraduate students would be writing around 30-40 pages. As per the Central Information Commission's direction, the students have to pay only around Rs 60- 80 per paper.
Welcoming the move, Association of University Teacher former general secretary C Pichandy said, "Students should not be charged enormously. If the idea is to prevent a number of revaluation, that also reflects our evaluation system. It is high time that the Government of India, UGC, and Government of Tamil Nadu bring reforms in higher education in a transparent manner."
